Challenges may include chronic crime problems, emerging crime problems, issues related to investigating and prosecuting online child exploitation, or barriers to juvenile justice agencies' ability to address such problems, including those related to juvenile arrest, detention, referral to court, diversion, adjudication, disposition to probation, out-of-home-placement, other sanctions or services, and aftercare.
