Program objective
An opportunity for an educational institution to collaborate in the development of a United States Army Clinical Pastoral Education (CPE) Doctor of Ministry Resident Course, and associated curriculum, in cooperation with the Office of the Chief of Chaplains (OCCH) Graduate School. This program involves a partnership between OCCH-Graduate School and an educational institution to create a fully integrated academic and experiential professional degree, referred to herein as the CPE Doctor of Ministry Resident Course, for the purpose of Chaplain professional development.

Eligible Applicants include Association of Theological School accredited educational institutions. The OCCH Graduate School will work closely with the Recipient to collaboratively update the CPE Doctor of Ministry Resident Course conducted at the three component sites in the U.S. All Applicants are expected to have significant involvement and input into the program. To be qualified, potential Applicants must: • Have the management capability and adequate financial and technical resources to administerthe program of activities envisioned under the CPE Doctor of Ministry Resident Course.• Have a satisfactory record of administering such programs or activities (if a prior recipient of an award).• Have a satisfactory record of integrity and business ethics.• Be otherwise qualified and eligible to receive a cooperative agreement under applicable laws and regulation. In deciding whether a Recipient is otherwise qualified, the Grants Officer shall ensure that the potential Applicant is registered and in good standing in the System for Award Management (SAM).
