Program objective
The Bureau of Safety and Environmental Enforcement (BSEE) provides major economic and energy security benefits for taxpayer on a National and Local level. The Bureau oversees the safe, responsible development of oil, natural gas, strategic resources, and critical minerals on the Nation’s Outer Continental Shelf (OCS). BSEE’s work supports taxpayers, coastal states, and Tribal communities by promoting reliable production of these offshore resources while upholding rigorous standards for safety, environmental protection, and resource conservation. In coordination with the Department of the Interior and other Federal partners, BSEE advances the Trump Administration’s priority to unleash America’s offshore critical minerals and strategic resources, reduce dependence on foreign suppliers, and strengthen national security. The bureau provides scientific, technical, and regulatory expertise that helps ensure offshore operations are conducted in a manner that protects human life, safeguards marine and coastal environments, and conserves the Nation’s offshore resource for current and future generations. The Outer Continental Shelf Lands Act (OCSLA) charges BSEE with promoting safety, environmental protection, and conservation of natural resources associated with offshore energy and mineral activities. Under OCSLA Section 1346, BSEE conducts research necessary to assess and manage activities associated with offshore oil, natural gas, and other mineral development, and this research is focused on improvements in safety, asset integrity, environmental protection, and efficient production. Section 1345 authorizes BSEE to enter into cooperative agreements with affected states for information sharing, joint use of expertise, and coordinated monitoring to carry out applicable Federal and State laws, regulations, and stipulations governing outer continental shelf operations, both offshore and onshore.
