Program objective
The TSGP provides funds to public transit agencies (which include intra-city bus, ferries and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of the transit infrastructure. Performance metrics for this program are related to enhancing cybersecurity and the protection of soft targets/crowded places, through investments in planning, training and awareness, equipment and capital projects, and exercises. Performance metrics for this program are: 1. Percentage of funding allocated by the recipient to core capabilities to build or sustain the national priorities of enhancing cybersecurity, 2. The National Passenger Railroad Corporation (Amtrak) is the only entity eligible to apply for funding under the IPR Program. National Incident Management System (NIMS) Implementation: In accordance with Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, the adoption of NIMS is a requirement to receive Federal preparedness assistance, through grants, contracts, and other activities. Prior to allocation of any Federal preparedness awards, grantee must ensure compliance and/or alignment with the NIMS implementation plan.
