BASED ON THE FOUNDATION'S SPENDING POLICY, THEY ALLOCATE 5% OF NET ASSETS EACH YEAR FOR FUNDING. WHEN ALL RECOMMENDATIONS HAVE BEEN MADE, THEY RATE HIGHEST TO LOWEST AND ALLOCATE WHAT IS AVAILABLE. tHEN THE BOARD VOTES ON WHEATHER TO RELEASE THE FUNDS OR NOT.
