How it makes and monitors grants (Schedule I, Part IV)
Mus is required to monitor the subrecipeint at least one time during the grant period. mus has a policy based on dol guidance that requires each subrecipient to undergo an annual risk assessment. the risk assessment categories are high, medium and low risk. if the subrecipient scores a high risk then the subrecipient undergoes an annual onsite monitoring for review (audit) of program and financial records under the subrecipient contract. if the subrecipient scores a medium risk then the annual monitoring can be done on-site or virtually. if the subrecipient scores low risk then an annual monitoring is not required however, the dol monitoring requirement that a onsite monitoring is done at least one time during the grant period still applies. regardless of the subrecipients risk assessment, monthly program reports and financial reports are required to be submitted to mus from the subrecipients. these reports are reviewed by mus to ensure the subrecipient is correctly serving the customers and that the expenditures incurred are allowable costs under the grant program. the subrecipient monthly invoice for expenditures is reviewed for accuracy and completeness and all invoice amounts must be substantiated by subrecipient general ledger information.
