Program objective
The Choice Neighborhoods program transforms severely distressed public housing and the surrounding area. Choice Neighborhoods Implementation Grants provide funding to carry out locally driven “Transformation Plans.” The Transformation Plan is a comprehensive revitalization strategy for an identified “target housing” project(s) and “target neighborhood.” Implementation Grantees use the grant funds, plus other public and private money, to redevelop the target public housing project(s), help residents become self-sufficient, and revitalize neighborhoods. The program has three main goals: Housing: Redevelop severely distressed public housing into good quality, mixed-income housing that meets residents’ needs and helps revitalize the community People: Help residents in the public housing improve their lives through upward mobility, employment, and self-sufficiency Neighborhood: Revitalize distressed neighborhoods by attracting long-term reinvestment from private and other public sources, leading to economic development better amenities, services, and job opportunities for residents

The local government of jurisdiction must be either the Lead Applicant or Co-Applicant. The Lead Applicant can be either a local government or public housing agencies. Prior NOFOs allowed tribal entities, developers, and owners of HUD-assisted housing to apply. Prospective applicants should carefully review the eligibility criteria for Choice Neighborhoods under each NOFO.
