Program objective
The Fulbright-Hays Seminars Abroad (SA) program provided opportunities to eligible U.S. educators and administrators in the arts, humanities, and social sciences to improve their understanding and knowledge of the people and cultures of other countries through short-term study abroad seminars. The Fulbright-Hays SA program did not use the Department of Education’s (Department’s) discretionary grants obligation decision process to award grants, which means that the Department did not recommend, commit, and subsequently obligate the actual grant awards in its grant system for selected seminar participants. Rather, the Department approved selected participants for the seminars hosted by the overseas Fulbright Commissions in collaboration with the U.S. Department of State.

If selected, awardees must furnish evidence of good health and emotional maturity.
