Program objective

The purpose of the Transparency in Coverage Enforcement Grant is to provide funding to states to strengthen the implementation and enforcement of the Transparency in Coverage (TiC) requirements authorized under Part A of title XXVII of the Public Health Service Act, including section 2715A (Provision of Additional Information). The grant is intended to enhance state oversight of health insurance issuers by building state capacity to monitor issuer compliance with the TiC requirements, investigate potential violations, and support enforcement activities that improve consumers' access to accurate, meaningful, and timely health care pricing information, including through internet-based price comparison tools and machine-readable files. Grant funding may be used to support activities such as developing consumer education and outreach materials, testing and validating internet-based price comparison tools and machine-readable files, training staff on the technical aspects of the TiC requirements, developing compliance review and enforcement methodologies, and supporting complaint intake and investigations.

This Funding Opportunity is open to all fifty States and the District of Columbia. Only one application per State is permitted, except for a State in which there is more than one regulating entity responsible for implementation and enforcement of the Transparency in Coverage requirements identified under Part A of Title XVII of the Public Health Service Act (PHS Act): In the case of more than one regulating entity, the State is eligible to submit multiple applications, but will be required to split the total grant award allocated for that State. The State regulatory agencies involved must collaborate with each other regarding a proposed budget. Also, each State regulatory agency will be viewed as a distinct recipient responsible for submitting separate programmatic and financial reports. All awards are subject to funding availability.
