Program objective

The Safeguarding Tomorrow through Ongoing Risk Mitigation Revolving Loan Fund (Safeguarding Tomorrow RLF) program is authorized under Section 205 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide capitalization grants to eligible states, and federally recognized tribes to establish revolving loan funds that provide hazard mitigation assistance for local governments to reduce risks from natural hazards and disasters. The Safeguarding Tomorrow RLF program complements and supplements FEMA’s Hazard Mitigation Assistance grant portfolio to support mitigation projects at the local government level and increase the Nation’s protection against natural hazards. Capitalization grant recipients must use awarded funds for the creation and administration of a revolving loan fund. A revolving loan fund is a funding mechanism where loans are issued from the administering entity to eligible loan recipients for a project, and then after the project is completed, the loans are repaid to the loan fund with interest. Entity loan funds will provide loans to local governments within their jurisdiction. Other allowable uses of capitalization grant funds include providing technical assistance to local governments within the entity’s jurisdiction and entity administrative costs. Loans must be used to fund local government mitigation projects and activities or for satisfying the non-federal cost-share for other FEMA hazard mitigation grant programs. An entity loan fund may not provide a loan equal to or more than $5,000,000 to finance a single hazard mitigation project. Eligible projects under the Safeguarding Tomorrow RLF program may include: Construction or modification of natural or built infrastructure to increase resilience, building code adoption and enforcement, Local zoning, Land use planning changes, Deferred maintenance projects for mitigation infrastructure, and developing local hazard mitigation plans.
