Pfc developed extensive procedures - as well as guidance and training materials for subrecipients - for monitoring use of grant funds to entities for use in the united states. the grant agreement, epa program guidance, and uniform administrative guidance requirements served as authoritative sources for development of pfc's procedures. the procedures generally require subrecipients to prove cost allowability and eligibility for expenditures and obligations to pfc before gaining access to and using grant funding. prior to the release of grant funding to subrecipients, pfc reviews and approves documentation confirming cost eligibility and allowability. in addition, pfc's analysis of financial and performance data submitted by subrecipients during quarterly, semi-annual, and annual reporting cycles affords additional opportunities to scrutinize and validate subrecipients' use of grant funding.
