Administrators at Al Amal, service providers in local communities, and Government of Iraq (GOI) personnel need assistance in developing the necessary skill sets and techniques to effectively identify, prevent, and counter ISIS ideology among returnees from NES to prevent the reemergence of ISIS and mitigate potential attacks on the U.S. homeland and U.S. persons and facilities overseas.
