Pursuant to 34 U.S.C. § 20124(c) and 28 C.F.R. § 90.2(b), entities that are eligible to apply are: (1) Community-based organizations whose primary purpose is providing culturally specific services to victims of domestic violence, dating violence, sexual assault, and stalking; and (2) Community-based organizations whose primary purpose is providing culturally specific services who can partner with a program having demonstrated expertise in serving victims of domestic violence, dating violence, sexual assault, and stalking.

Eligible entities are community-based organizations that aim to enhance access to services for all survivors of domestic violence, dating violence, sexual assault, and stalking in their communities and that have demonstrated expertise in serving victims or can partner with a program having such expertise.
