To continue and strengthen effective human immunodeficiency virus (HIV) programs and to affect, maintain, measure and evaluate the extent of HIV/AIDS incidence and prevalence throughout the United States and its territories, providing information for targeting and implementing HIV prevention and surveillance activities.
