How it makes and monitors grants (Schedule I, Part IV)

Ppgf makes only unrestricted grants to us 501(c)(3) charities. as such, we do not require grant reporting from our grantees. however, every charity that enrolls in paypal giving fund agrees to our nonprofit user agreement, which states "funds granted by paypal giving fund may only be used for charitable purposes. such funds may not confer an impermissible private benefit on any donor, such as memberships that are not 100% tax deductible, tickets for a charity event, or to honor a legally binding pledge, and may also not be used to engage in, support, or promote hate, violence, terrorist activity, related training of any kind, money laundering, or other illegal activities, whether directly or indirectly through support of, or cooperation with, other persons and organizations engaged in such activities." similarly, for unenrolled charities we include the following language with our grant checks "please note that by accepting the enclosed check, your organization confirms that it will use the funds for tax-exempt charitable or educational purposes, and not for the benefit of any donor, or for any purpose conferring an impermissible private benefit, such as memberships that are not 100% tax deductible, tickets for a charity event, or to honor a legally binding pledge."
